What Training Does PUWER Mandate?
PUWER requires that anyone who uses, supervises or manages work equipment is adequately trained.
Forklift training typically includes three stages:
- Basic training covering fundamental operating skills
- Specific training tailored to the workplace and tasks
- Familiarisation training carried out under supervision
Refresher training is not legally time-bound but is strongly recommended every 3 to 5 years, or immediately following an incident, a change in equipment or a change in working environment.

What is the Difference Between a LOLER and PUWER Inspection?
For industrial lift trucks, health and safety law requires a Thorough Examination.
LOLER focuses on lifting components such as forks, chains, mast and hydraulic lifting systems. PUWER covers other safety-related items including brakes, steering, tyres and controls.
A Thorough Examination may cover LOLER items only or combine both LOLER and PUWER checks, depending on the scope of the examination.
Typical intervals are:
- At least every 12 months for trucks lifting goods
- At least every 6 months when lifting people
- Different intervals may apply under a written scheme of examination
Do I Need to Arrange a Thorough Examination for Second-Hand Equipment?
This depends on the supplier.
